It’s closed because the expressions are more about emotion, than speaking. The range of mouth-open expressions is minimal in the game, a total of three or four, so it’s more about getting the right feeling into the panel and not in any way related to lip-syncing.

The mouth is closed when she’s speaking in the 1st panel even though it’s open when she speaks in all the others. Comics where characters speak with their mouths closed are a pet peeve of mine. It should be open, but if you’re gonna make it closed, then all the other ones should be closed too because consistency is important.
