Absolutely. Any little girl (or boy) from any country could identify with Twilight Sparkle because she’s purple, and giving them human skin tones opens up the racial and ethnic can of worms… as we see here. Technicolor humans can be from any country in the world.
As for Octavia, I’ve seen some art depicting her as Indian, actually… Her accent in the show is certainly closer to the Received Pronunciation (as opposed to Cockney or Welsh), so it is likely that the reasoning would be part of the artist’s headcanon.
But she is also British, and the majority of England is white (for now). But the whole idea of humanized pony characters looking a specific way is extremely arbitrary, that’s why Hasbro made the EQG have the same skin colour as there pony counterparts.
The same could be said about Octavia…

I think part of it is, if you want to match the ponies’ coat colors to realistic human skin tones, Purplesmart is the darkest of the mane six, so giving human Twi the darkest skin is the most obvious choice.

I guess it’s just a matter of personal preference. I think light or dark works well on her although I do prefer light myself.
