Okay, so I just had to do some checking after looking at this wonderful horror. Apparently this is part of the works of Randy Reiger, an artists who specializes in creating fake 50’s and 60’s styled toys, all in glorious painted tin and plastic.
 
He seems to take particular delight in the sort of garbage one might get from sending their money to those rip-offy comic book advertisements that promised x-ray vision and miniature underwater humanoids, only to deliver eye strain and ugly shrimp spores.
