Possibly. But Rainbow’s own dialogue suggests she did. Moreover, the specific program she attended as a filly alongside Gilda was a camp, not a school; her dropping out of that would have little repercussions on her life now.
In any case she didn´t seem to have finished it.
Rainbow Dash specifically tells the bullies in that scene that she “didn’t get kicked out” of flight school.
Of course she is. She just needs a second chance and some guidance.
I’ve already stated in the Unpopular Opinion thread that she isn’t Wonderbolt material, and I doubt she ever will be.

I see what you’re saying now. But that was a flight camp (Junior Speedster Flight Camp, to be exact), and she didn’t drop out of that either.
Rainbow was in flight school when she was a filly (together with Gilda).

I’m not following; the institution in that episode was the Wonderbolts Academy (that was even the name of the episode). And Dash clearly accepted the offer from Spitfire to continue practicing there after she had initially dropped out for moral reasons.

She did, initially, in standing up for her morals. But after Spitfire realized Dash was right and the immense courage she had shown (RD essentially gave up her life’s dream to preserve her integrity), the Wonderbolts’ Captain allowed her to rejoin the academy.
She boast a lot and it’s more fun to make her talk like this
Rainbow Dash: “You went to college? What’s your major? Wait let me guess animal heath?”
Fluttershy: “…STEM actually…”
Rainbow Dash: “…wait so plants?”
Well, she finished the Wonderbolts Academy afterwards, it may count…
To my knowledge Twilight is probably the only one to go through school entirely. The only one who might have the same amount of education is possibly Fluttershy concerning animal care.
The Great and Powerful Trixie will find a way to make her pay.
