Well one of them had a point and we don’t know if besides being an elitist he did his job properly and the other well is likely just a tale and not based in reality.
Besides Celestia can’t just go and fire ponies just because they are mean, that would be tyranny.

Remember that the episode takes place long ago, and such behavior was considered acceptable in the past.

“Study, work hard and focus on the betterment of Equestria.”
and then to reinforce that: “you can either do what I say or play with your toys and make nothing of yourself”
that right there is harmful guilt tripping. okay, imagine you’re a child, your teacher just destroyed your beliefs and one of your decorations for Christmas and you’re told “you’re only allowed to study, don’t play with the other students and don’t play with toys because having a childhood will make you a loser.” his priorities would be severely frowned upon in an actual school and he would be fired.
I know this because I’ve seen it from a Principle who tried to bully me into basically the same thing.

basedon what we saw, his priority was to educate magic and science (same thing, ask thor) he cared about that above everything else, and someone who is that dedicated to education, wouldn’t be prone to push anyone that desired knowledge
