Buffalo like to stay within their traditions.  
Zebras are rare and probably hard to find.  
Minotaur is a monster.  
Beans, Bacon, Whiskey and Lard are your 4 basic food groups.

The obvious but boring answer is that Equestria has too many sapient races for the writers to feasibly create a group of recurring characters that contains one of each of them and have any hope of making any of them interesting or well thought out.
 
They probably picked the most recently predominant ones, and the ones with the most fully defined cultures so they’d have more points of reference to use when writing the new characters.

Given Zecora’s pseudo-African cultural heritage, they’re likely avoiding Zebras for the same reasons.

Maybe it’s because the buffalos were a bit controversially due to being a stand-in for Native Americans and some people having issues with their portrayal in Season 1. That could also be the reason why they never showed up again, except for a bunch of small cameos.
 
Or perhaps they simply found the other species more interesting and never felt the need to bring the buffalos back. And when they made the decision about what species to include, they choose to use the ones that had appeared more recently.
 
As for the Zebras, it’s a shame that we never saw their homeland, but I still haven’t lost hope yet. Of course, it will crush a lot of head canons. I still remember the one about the powerful Griffon empire being a rival to Equestria.

Obviously they weren’t included because they have already been… “assimilated” into Equestria. Celestia would be proud.

This doesn’t explain buffalo, though since we saw both their homeland and their leader all the way back in the season one, and they aren’t forgotten species like Diamond Dogs since we also saw them in the beginning of Weird Al episode.
 
As for zebras, they existed in the show since season 1 too, and one and only member of their species we saw was one of relatively bigger recurring secondary characters, so they had all the time in the world to introduce other zebra character and/or their homeland. The only actual reason to not do so, pain in the back that is writing rhyming dialog, could be fixed by making only shaman/elder characters rhyme.

Fluttershy and most of the other ponies were rather nonplussed about Iron Will and didn’t point him out as anything unusual, so relations with them must be fine.
 
Zebras are… uncommon to say the least. Only Zecora is around at all.
 
And the buffalo are apparently peaceful enough in Dodge.

Donkeys seem pretty integrated just uncommon.

Also there are no donkeys.

But in an American Analogy, the Buffalo is the ignored “native american” and the Zebra is the “African american” that is stereotyped as evil, til you get to know them. The Minotaur is the old European powers that will still flex their power, but aren’t as powerful in the new world.
