I think that’s a stylistic choice honestly. The wings are still kinda curved, and looking at Franchesco’s other art of Celestia and Luna they almost always have their wings extended, it’s prolly easier for them to draw.
This doesn’t look suggestive at all.
Ask the artist about their intentions.
Even in the show, this gesture doesn’t explicitly indicate an innuendo, it has various triggers just like blushing. Its most commonly seen as just a general sign of excitement or surprise.
Honestly, despite some of this artists’s other work, I think this particular image is pretty safe. She’s just appreciating how cute this is.
