probably not, but remember the wave of rainbow rocks, adagio had its basic package instead of rainbow dash, and rainbow had its mini, but in a more expensive package with accessories
 
on the other hand, it is noticeable that this year they will be focusing more on the rebooted dolls, so it would be normal that they do not make too many minis as a year ago (The movie collection with 6 dolls, 6 basic dolls, and 7 sets with accessories). This year we only have the beach wave (Actually those were revealed since november 2017 along with the reboot dolls), the basic wave of the new outfits and the equestrian land that it’s only rarity and pinkie pie…  
My point is, this year there aren’t too many mini dolls as a year ago, and to save money maybe applejack could have been discarded in the new minis to save money, or it could be that the applejack mini doll that was seen may be a prototype of its basic wave and in a few months hers final design will be revealed, because to be honest that outfit doesn’t seem like as amusement park uniform

I saw one mini doll of her in the background, not exactly the same outfit but looks almost like it, what makes me think that is from the “Equestrian Land” toyline and not the basic wave

What is worrying me is that, at the toy fair, they showed minis of Twilight, Rainbow, Pinkie, Rarity, Sunset, and Fluttershy in their digital series outfits, but not Applejack! Do you think they will make an Equestria girl mini of Applejack in her digital series outfit?

Rarity and Rainbow Dash aren’t in basic packs, only in packages with more accesories, also, they aren’t out yet, only the basic pack ones and they were available only on presales during a mini event, official release aren’t confirmed yet
