According to Twilight, yes. Seen as the pearl is not used in the movie itself for combat purposes, it may be that Novo disagreed with that assessment and din’t believe that the pearl would be enough to resist the Storm King’s army. If that was indeed so – and all in all I would consider Novo’s opinion of the pearl’s power to be more accurate and through than Twilight’s, all things considered – her options would have been to hide or to sacrifice her kingdom in a pointless, hopeless fight.

According to Twilight that pearl could have been used to stop the storm king, so instead of running and hiding why not…. Oh I dont know……. Use the damn pearl instead of abandoning their home and hiding at the bottom of the sea.

She had her subjects and her daughter to protect in addition to keeping the pearl out of the Storm King’s clutches. Hiding away at the bottom of the sea where he wouldn’t think to look for them seems pretty reasonable in that regard.
