They tried fighting in The Stormy Road to Canterlot when the Storm Creatures attacked to try to salvage Tempest’s bungled attempt to steal the pearl, and their city ended up taking enough damage in the battle that Queen Novo felt she had no choice but to transform everyone and retreat underwater. So she does have some reason for not wanting to fight again, even if it didn’t come across in the movie.
I think the pearl just limits them to two different forms; Seaponies and Hippogriffs.
In the movie, she had her guards. And since we didn’t see any guards protecting Celestia, Luna, and Cadance during Tempest’s attack, that can only mean one thing: Score one for the Hippogriffs.
If she can’t even fight to protect her own kingdom then why should I have to do it for her.

Being generally uninteresting, counter to the myths of hybridization, a rather unappealing design overall, and having a nicer place to live than the griffons. Seriously, i sense in them the same kind of favoritism and mindless glurge ponies indulge in.
