No, I mean there is a subtle pattern over the whole image. But upon closer inspection, it actually appears to be a canvas filter. If you zoom in really close you can see it.

I think he is referring to the scanlines tag. Perhaps he thinks the tags are only for filtering what you don’t like? There are some sites like that.
