There is a reason for that though, all the magic she and shimmer absorbed made them human pseudo-alicorns. And why are you talking about consistencies if you’re the one coming up with theories based on them on why Celestia has the regalia ?
Makes as much sense as Sci-Twi’s ponied-up form being an alicorn, despite having been corrupted by an improvised magical artifact rather than ascended like pony Twi (while Sunset didn’t get wings when she went back to Equestria in “Mirror Magic”). Sometimes you better not look too hard for consistency.
Nor do you get the clothes of your counterpart as we can see with Twilights, one of which is a princess herself.

Then again, neither does the majority of the population have an immortal princess as their pony counterpart.
Regalia are not clothes nor does majority of the population wear them.
If Sunset, Twilight and Starlight got clothes when they turned human, why wouldn’t it happen the other way around?
