I think I read somewhere that Brynna Drummond (Babs’s voice actress) moved away like Alexandra Carter (Twist’s voice actress) did previously, and that’s why Babs hasn’t appeared since Season 3. I can’t confirm if that’s true or not, but I do know Babs still appears in supplemental material.

Which means that she would need to have more wing power.  
Which means that her wings will get stronger and stronger.  
Which means that there exists a number N of crusaders and a point of time T such that after the crusaders have N members at time T, Scoots would have enough wingpower to be able to fly.  
I believe in you, CMC. Let’s see that day in season 3(N-3).
