Well, the film’s script states that Derpy tries to save Twilight from being petrified by Tempest before being caught in the crossfires as Rainbow Dash saves Twilight.
Well, it was only Rainbow Dash who saved Twilight from turned into one of the Storm King’s statues. And Derpy, who was seen running past Twilight who was in front of her during the beginning of the Storm King’s reign of Equestria. And Derpy didn’t see the last orb that Tempest hurl.

I’m guessing that their take on Derpy’s appearance in “Twilight’s Kingdom” is that she just saw a huge group (swarm? flock?) of pegasi and decided to join in for the heck of it.

I thought that the first time I watched, but the second time made me wonder if they both weren’t trying to protect Twilight. Muffins might be the second best Pegasus, just extremely clumsy? a brony panel might clear this up for good.
I think Rainbow Dash used Derpy as a “human” shield for Twilight.
Wish to believe that but as we know her, she probably just flied by mistake there.
