There was mention of a finite curve, presumably the known multiverse or otherwise the only parts of the multiverse that have the minimum requirements of a Rick, a Morty, and a portal gun. One Citadel per finite curve is the implication however all this works.
That’s why Rick believes that nothing has a point. Like in the season 3 finale when the family defies him and he points out there is an infinite amount of universes where that same conversation happens.

If there are infinite universes, all named, they must have names with infinite length.
Why everyone acted like The Rick was the only one who despised the only Council Of Ricks? There must be infinite amount of Ricks despising all infinite amount of Councils.
