It most certainly isn’t. It’s a cottage. A house. It’s covered in plants, but it is not a tree. Behold.
See the structure? Shaped. No roots, no branches, the walls are nice and flat. It is (likely) made of wood and covered in overgrowth, but it is not a tree.

I believe you’re confused. They’re talking about ponies who live in trees, not ponies who want to be trees. Fluttershy lives in a cottage covered in vegetation, not a tree.
