If there is one person wearing clothes, than things become awkward. Even socks will make people remember that clothes are a thing, and seeing as this looks like a public beach, there will be people wearing clothes, including kids. Doesn’t help that nudity is boring, especially compare to swimsuits that complements the wearer.
