While I can see a colourful flower becoming Rainbow Dash wouldn’t an actual Rainbow make more sense?, animation wise it might be a liitle tricky but if you was able to do the rain then all you had to do is simulate some sun and make the rainbow out of the playdoh and where the rainbow lands Is where Rainbow Dash appears.  
The rain could make a puddle where the rainbow lands that becomes her body and the Rainbow her hair.

Once upon a time, a little thundercloud rained on a field, causing a large, colourful flower to bloom. Out emerged a blue worm, who was picked up by a god, and then shaped into a humanoid woman. As she greeted the god out of curiousity, he caused the petals and the leaves to roll into colourful lumps of discontent, and the leaves were rolled away for the god to use in another time.
 
The humanoid woman noticed that she was improperly dressed, and so covered herself out of a fear of being mocked by anyone who saw her. The god placed the colourful lumps of discontent on her head, and they melted into beautiful hair that she wove around. But she was still not pleased with her existing clothing, and so the god draped her with a painted skirt made from a pile of leather, and two magic shoes that went up and covered her feet. A blue jacket of cotton draped her thunderbolt-struck garments, and at last the satisfied humanoid thanked the deity before she explored the world for any adventures of her own.
