Yes, no official audio from the show is the current policy. What the final policy will be is probably going to be different, but for now this is what we have.
If you want to discuss the webm implementation on the site, and the legality/rules around it, please use the forums - this thread seems to be where most of that is happening. Please note that this thread doesn’t reflect what the actual rules are that we are working to.

It is the most concrete thing we have. Until something more concrete happens, please don’t upload webms of official content from the show that includes audio.

The only official statement that has been made is this:
You may not upload WebM files of official first-party content that are longer than 30 seconds and/or contain audio.
Statements about how policies are still being discussed is not a change to the rules.
But why? I remember that you could upload WEBM of official content with sound that last max 10 seconds…
WEBMs with official content may not include audio.
Higher quality (unless this is literally just the gif version converted to webM) with lower filesize?
