You make a good point. Depending on whether this is before his initial escape or after, Celestia is not aware he is awake and aware in there. He said Celestia didn’t know he could hear her inside his prison.

So why didn’t she do that with Tirek, Sombra or Chrysalis?
If you met your old friend that is nothing like how they were when you two where younger in a bad way, I doubt you would be too friendly either. Also, friends can turn enemies and than back to friends, and as I said, Discord being affected by Chaos magic could explain why he is being cruel, and Celestia accepting that he is no longer himself why she is cold to him.
Also, this back and forth got old quick, since neither of us are going to budge, so lets end it here.
I still can’t see it as a plausibility, from what I gleaned of it Celestia and Discord were always enemies, Discord’s mannerisms towards her seem to suggest that.
However Celestia recognizes that Discord is powerful and wants to avoid further confrontation with him, so she seeks the Mane six to try and befriend him, knowing that it would take something Discord would least expect and wouldn’t know how to deal with- Kindness.
Who said anything about amnesia? Think of it like what happened in Cast Away or Luna in Luna Ecliptics. As for the timing, it was smarter to wait until someone that can tame the hearts of monsters reform him naturally than Celestia, who is better with sane people.
Eh that’s still a bit of a stretch, amnesia has never really been a great answer for plot devices, especially if the person is no longer who they were afterwards. Also strange then that Celestia would wait until the Mane Six/Fluttershy came along before proposing reformation, if that was her goal from the start then she would’ve done it with Luna and herself no?
Again, going mad by chaos power will mess with your brain. It would also explain why Celestia wanted him reformed by Flutters instead of by magic or him imprisoned/destroyed.
Head of state not involved in the Government? That’s like saying the President isn’t part of the Government.

I suppose its possible, I mean they did/do live long lives, but its kind of a stretch given everything else that happens in the show, and Discord’s character interactions with Fluttershy seem to show that he hasn’t had any experience in friendships or positive relationships before.

That’s not entirely true. She’s not seen directly making many decisions, and Luna considers her job ‘smile and wave’. Honestly her job seems to be overseeing the elected officials, keeping them honest and resolving disputes, serving as the highest court, and doing PR stuff. Kind of like a beefed up British monarch to be honest.
“The government” Equestria is a monarchy, Celestia IS the government.
I think if your best friend staged a coup against the government and created total anarchy, that’s probably a reasonable thing to do after he’s been locked up in prison.
It’s also possible that she doesn’t even know he’s alive in there.

Which is why this image is basically Celestia going into a prison to visit Discord, while having a key to his cell and acting like she’s visiting his grave.
I guess you didn’t see the Dislestia tag did you? So it’s pretty likely that she’s missing him as more than just a friend.
But this is obviously before he was released and reformed. So she couldn’t simply release him for fear that me might spread chaos all over Equestria again.
