I think she only started tearing up the scroll in the first place,
cause she was in a fit of rage over Twilight and Spikes’ non-reactions to her traumatic past that she revealed.

Starlight didn’t really need to rip up the scroll at all.
Twilight could only travel back in time using that spell. After taking it, all Starlight would need to do was blast Rainbow and Twilight would be stuck in the future with no way of getting back. I think Starlight was trying to strand themselves.
