No, the Dragon Balls grant consequence free wishes. By which I mean there is no price to pay for a granted wish, you just have to locate and assemble all the Dragon Balls. The wishes themselves can have huge consequences. Like wishing someone back to life who has been dead for years and their bodies are rotting in the ground they will be wished back into those underground rotted bodies. Or if they were cremated… Sort of how Frieza was wished back to life and the chunks flesh that were once his body came raining down. He was alive, but he was not happy.
