There was never evidence for Sparity because Spike was never able to love her as an adult sapient person. Thus Capper win by default even if there isn’t any real romantic evidence that support Capperity. Everything comes from Rarity being charmed by him but we don’t know if Capper likes her.
I think he’s saying that there’s more evidence for Spike/Rarity than Capper/Rarity, though it’s not relevant to this at all.

Not really. Them not brain washing him is not some good deed but common decency. It’s like saying, well she didn’t killed him so there must be something. The point is she did imprisoned him for a much longer than he deserved as chaos was his nature. And she only decided to perhaps give him a chance after she remembered that he exist only when he escaped himself.
If that was the case, Twi would just use a Reformation spell on him and get it over with. Actions speak louder than words.
