Yes but Gilda is a Griffin, not a pony. And the qualifications are for the Counsel of chicken ponies say that:
One: You must be a pony
Two: You must have either:
Episode one: Be called a chicken
Episode two: Do something like a chicken. (eg: squawk, dance like a, or dress up as.)
Three: You may be added to the brackets rank if you: Look like a chicken, do something like a chicken, or dress up as a egg no matter what your species is.
If Fluttershy could qualify as a tree, i think Gilda should NOT be barred from the 5th Pony Chicken Convention.
However, if someone like Chrysalis shows up, then they should be disqualified.

However, sense Gilda and and the Cocktrice are not horses and this is the Counsel of chicken ponies they will be going in the brackets rank.
Scootaloo, Pinkie pie, Granny Smith, Cadence, Apple Jack, Celestia, and now Rarity. (also: Gilda, Cocktrice and, Sweetie Belle)
