Keep in mind that Maud rarely if ever changes her expression or vocal range when talking, so it’s hard to truly tell if she was trolling Starlight or not. Heck, even Starlight was unsure if Maud was joking or if she actually knew of rocks that could do such a thing,

It may have been a joke between them, but given that both the Cutie Mark Vault and Chrysalis’ throne were both powerful stones…
It may be possible a certain type of stone could contain or generate such levels of power.
You’re trying to talk sense in to a fandom that thinks everypony standing next to each other is boinking off-camera.
Starlight starts laughing because Maud was messing with her and Starlight “got her”. It’s like one of the key things between them, that they get each other. That’s the point of that scene.
