I’m currently experiencing this with 10. On two separate computers.  
Nearly at my wits end and may end up paying someone to fix a computer for the first time in my life. Been at it for nearly a month with computer guts strewn about and a billion reinstalls.

I remember installing WinME once.
 
I knew ME was unstable, but the damn installer bluescreened several times, forcing restarts. It did finish eventually, somehow.
