I don’t think that could be true. And maybe there is something that could restore Falling Starr’s horn and not the Staff of Sacanas. And it seems odd why fans of Tempest Shadow are so disappointed that her horn was not restored at the end of the film because at the moment towards the end of the film, the Storm King rebelled against Tempest and declared that has been using her to steal the alicorn magic of the four princesses of Equestria that he have successfully overthrown at the beginning of the film and use it against her. And also, when King Sombra broke his horn while trying to break Princess Cadance’s force field that covered the Crystal Empire but his horn was restored quickly.

He’s adorable. Maybe if a horn gets cut off it can grow back, but if where it’s cut is too deep, (like Tempest?) the base bone is broken and cannot grow back

Even if we’re just going by what is established in the movie, remember that tempest shadow, a unicorn who likely knows more about magic then a Pegasus or earth pony would, believes that it is possible to use magic to regrow her horny.

Can’t remember, that Twilight said somerthing like that in the movie. In the prequel “A stormy read to Canterlot“ it was mentioned, that a horn can grow back  
But don’t know how canon that book is. The whole background story was the same but more detailed

It’s not that, it’s that neither of them think that background character continuity is at all important, and they are right in thinking so.

Also remember that when tempest asked twilight to fix her horny, twilight refused rather than trying and failing. Also remember that tempest believed that the storm king would use the magic from his staff to repair her horn, so we already know that such a thing is at least believed to be possible. As for why tempest didn’t try to find someone to repair her horn, perhaps she didn’t have access to a unicorn powerful enough to do so. The fact that a staff containing the magic of at least 4 alicorns implies that horn repair takes more magic than most beings in equestria have. The only character I could think of who could do such a thing on their own and wouldn’t necessarily be as hesitant to do so would be discord, and he wasn’t reformed until what is implied to be a few years ago, which is in all likelihood less than the time that tempest has been working for the storm King.

That would only apply if he were an actual character and not just in the background. We all know that continuity does not apply to background characters, nor should it, as they are not meant to be looked at and analyzed.

We need to wait and look, if he reappears. if he does and his horn is back then Tempest’s whole motivation for becoming evil becomes pointless
