Cheer up, dude. You can and will get better, all it takes is effort. That and possibly better drawing programs. May I recommend Gimp? It’s free, and it’s decent enough. It’s got stabilisers, more options, you can do stuff in layers… the list goes on. It’s not Paint Tool Sai, or Photoshop, but it works.
 
Also, can I say that you design cute clothing? Because you do that quite well, imo.

That is indeed a cute bikini, but you might want to try making something a little less blurry and choppy next time. It looks like it’s been done in Paint with no stabilisers and an overuse of the bucket fill tool.
 
The bikini is probably the best-looking part of this. It’s obvious you put a lot of work into that what with the lines being much smoother and no other colours bleeding through. Good work on that, and the swimsuits/underwear used in the other images. Now all you need to do is work on the rest of the image equally as hard and you might rise beyond lower-end mspaint-tier workmanship.
