Back in the day there was an event you could get if your character was a lunatic where they’d replace a councilmen with a horse. But there were no horses in the game, so all it did was fire them. Around the time of Way of Life I believe they added horses into the game, including their own character portraits, traits, and culture.
 
The trick is to get the lunatic trait, get the event to appoint Glitterhoof to the counsel, and then land Glitterhoof. Depending on who you are you may or may not have to make Glitterhoof a bishop first so she spawns horse courtiers you can pick from, since she has traits that disqualify her from succession, where-as the others will not but still have the horse culture and therefore horse portraits.

….Bizantine ponies restoring the Roman Empire in CK2! (I played that game some years ago, I liked it because of his unusual realism and complexity. I didn’t know you could play as a horse character, maybe with a particular DLC that came after I stopped playing…)
