2/10, needs consistent shape.

The image as it is, is bad. The proportions are way off and the head’s notoriously deformed (the forehead shouldn’t lean that forwards).
 
Since buying a graphic tablet is a huge step (and has it’s learning curve) perhaps drawing traditionally with a pencil on paper is your best option.
 
As @AkwardLuna said, you can line it up later with the pen option on Paint Tool SAI. I’ll take the liberty on pointing you onto a tutorial I’ve made a while ago http://darkponymod.tumblr.com/post/99485435064/tutorial-sai-wihout-a-tablet-nor-scanner For it you’ll only need your PC, the mouse you’ve been using and Paint Tool SAI (which you should totally get legally, cough aye 9.9 ), and also ideally a scanner, but in the tutorial I’ve shown how a crappy phone’s camera does the job.

Look, I’ll be frank: I don’t like your art BUT others opinions of your art shouldn’t stop you from making it. If you’re only doing art for others approval then you’re doing it for the wrong reasons.  
Make it because you like to.
 
At least you’re making original art and not copy-pasting like some people do.

Don’t draw with a mouse, if you don’t have a tablet, or aren’t going to get one at the moment, then I suggest using the line tool, then at least your lines will be smooth. Do you draw bases?

Do you have a drawing tablet? If you’re using a mouse, use the line tool in PTS instead.

I still say you shouldn’t quit drawing just because of what other people think. I gave up drawing at an early age and always regretted it :x

Keep practicing, mate! Everyone’s gotta start somewhere, and drawing isn’t something you get good at immediately. Don’t let others stop you from doing what you like.
