The other guy is right. ‘Peeved off’ and ‘Pissed off’ both basically means that the person is really mad right now which is Fluttershy’s case right now. She’s mad up to the point that she’s ‘Pissed off’. But since this is a kid’s show the animators are clearly not allowed to use bad words so they replaced ‘Pissed off’ with ‘Peeved off’ since they both mean the same thing and even sound almost the same but with one difference. That being ‘Peeved off’ is a kid friendly word while ‘Pissed off’ is not.
 
Come to think of it. The animators could’ve just used the word ‘Ticked off’ and leave it at that. But oh well…

Not really; “peeved” is derived from the late Middle English word “peevish”, while “pissed off” is taken from “piss”, which started in Middle English as an anglicized version of the Old French word “pissier”.
 
…I don’t know why I bother; it’s clear many, if not most, bronies don’t get the joke.

Peeved isn’t really a bad word, it just means you’re really mad right now. It’s clearly related to Pissed Off but you can’t say that on a show meant for little girls so they used Peeved in place of Pissed.
 
And besides I’ve heard far worse bad words than peeved off. So everybody calim down.
