Dinky being Derpy’s daughter has been a common fanon since the early part of season one, because they kindasorta have similar mane, tail, and coat colors. Even though Dinky’s been shown with a half-dozen mares over the years, this fanon persists because a lot of people find it cute and/or heartwarming, and it’s resulted in a lot of really good art. (See, for example, >>197016, >>886414, >>780262 (merged), >>492865, >>22436, and about a half-dozen by Onklescrut, like >>344345 and >>696477.)
 
And there has been one scene where Dinky was shown with Derpy:  
 
Considering that happened during “The One Where Pinkie Pie Knows”, which was about Cadance becoming a mother, fandom speculation is that it was a nod to the Derpy/Dinky fanon. Considering Dinky’s 5+ years of being used as a random background filly, one scene does not canon make, obviously.

I hope the author gives him his own subplot after the execrable matter of Derpy’s pregnancy is finally resolved. Surprise is in dire need of some attention as well. Portraying her as an ersatz Pinkie Pie is amusing and convenient, but the author should include a few personality deviations to make her more memorable.
