Funny story. There is a comic called The Day When Friendship Dies (correct me if I’m wrong), where a wolf who was berating Celestia’s action as irresponsible (Luna’s transformation and Chrysalis’s deceiving the ponies) and giving a ridiculous explanation on why she couldn’t defeat Queen Chrysalis.
As much as I am a Celestia fan, however I have taken noticed on her behavior and considered it to be incredibly bulllshit, and I can see why so many fans like Luna more than her sister.

Thanks. I think my main problem with Celestia is she never says sorry truly even when she has screwed up in some way and yet everyone worships the ground she walks on and treats her like she has done no wrong even when she has. During the Gala for example, the first one mainly. Someone could have seriously gotten hurt.I also bet those tickets cost a lot of money and everybodies night was ruined, palace in pieces, animals mentally scared but hey the princess is happy, right?

Agreed, When Celestia said it was her duty I was just what HER DUTY??! It infuriated me because if there was ever a time for Celestia to stop playing the game of regal masquerade, take off the mask, put her emotional shield down and let true tears and feelings show it was at that moment. How about “Luna please stop this, I’m sorry, I appreciate the night. Jus-just please I love you.” With a few tears for good measure.
It felt like Celestia never took Luna seriously and just treated it like it was a temper tantrum. I got the feeling that Celestia never did take Luna seriously enough. If we go back to the begining of season 3 with the Crystal Empire at the begining of the first episode Luna wants to go and help take care of Sombra personally (which I fully agree with) and not treat it like a test. Basically take a empires serious problem seriously. Celestia however disagrees and wins in the end. I got the feeling this happened alot in the past due to the way Luna accepts it but still dislikes it. So basically Luna was pushed out or ignored in the past because her older sister was more loved and held more power, caused her emotional pain, but Celestia didn’t take it seriously enough and ended up treating it like little sis is just being a baby. As a result Luna became Nightmare Moon but Celestia still felt Luna was just being childish. Thats what I got from it anyway.
Now granted, we of course didn’t see anything prior to this so it’s possible that Celestia tried before and the situation got more and more out of hand. However, since we haven’t seen any of that, it’s all just speculation either way whether Celestia did anything or not. But given the reaction we did see Celestia give for that transformation and her choice in words, it doesn’t look very much like she tried to reason with her or was only upset about the fact Luna refused to lower the moon.
Either way, where both are technically at fault, Celestia still bears more of the blame because she didn’t do much of anything to prevent it before it got out of hand (as far as we have seen). Perhaps if we saw more of their history (canon wise) we might be able to figure out who is more to blame, but as far as I’ve seen it’s more Celestia’s fault. Again, the duty of the first born (or eldest sibling) is to look out for and protect those siblings that come after, and Celestia failed.
I love Celestia and Luna. No contest.
It both because Luna went all crazy XD and celestia didn’t try hard enough to address those emotions before it got out of control.

I’m a big Luna fan and to be honest I like her more than celestia, but as much as I like her it was also Luna’s fualt (at least 70 percent of it). Luna let her self fall into evil, but celestia didn’t notice, not only that Luna is very reserved with her emotions, it is very likely that when her sister asked her what was wrong Luna would say something like,“NOTHING SISTER!”, and storm out of the room full of emotions. Celestia is not to be hated though she didn’t want to send her to the moon (she was crying) and the only other option was to kill her and celestia could have, but she choose mercy.
