Ironically, there is two IRL things exist, despite it being allegedly a myth:

Unfocused images can be digitally refocused again, if you have exact camera with exact lens that took the picture. While it’s not perfect (lots and lots of weird waves), it can be used to read illegible otherwise text.
In case of video, you can combine several frames to make image more high-res than it is. It is used IRL to read illegible car number plates from footage. It’s not giving 100% result, of course.

P.S. Also, there is a way to scale pixelated and cartoon-like pictures to make it appear more hi-res, but it’s not actually giving pic more details, it’s just visual interpolation.
