IIRC, the first lot were announced around October 2015 and came out in December 2015 at limited retailers in the US and UK. Recently, they’ve become more widely available. To answer your question, I’m gonna say June-ish?
I’m pretty sure she isn’t going to be the only new addition to the line. They did say there would be like 25 characters in total planned for this right? More than enough room for Shadowbolt versions, if they ever become a thing.

Same here and this did seem like a bit of a weak display compared to The Friendship Games and Rainbow Rocks displays from previous years. Someone on MLP Merch said that the Dazzlings are probably still in the design stage. :(
