It looks super crazy if you take a gif, overlay the frames out of sync, and then apply that filter.

That’s exactly what it’s doing.
That’s probably what it’s doing then. The entire point of it is to instantly highlight any differences between an image - so if it’s an entirely black box, it’s safe to merge, while anything else would indicate a different image.

I can sort of replicate it by taking the old eyes, setting them to “Difference”, and overlaying them to the new eyes.

The dupe detection doesn’t automatically merge anything - that would be a massive train wreck due to all the false positives the system generates. It just adds the images to a queue, and then a mod or assistant reviews them and decides if they should be merged or not. I went ahead and rejected the auto-reports since you want to keep both version.
A cool thing about the dupe comparison though - it overlays one image on top of the other and subtracts the colors of one from the other, essentially leaving a black box that only shows what’s different between the two. The comparrison for the two eye colors looks evily awesome: link

You can click on the “Report this image” button and explain what it is you’d like to happen, since mods are the ones that actually merge images or not. The de-dupe process just auto-creates a report.
If I’m not mistaken, the staff have to sift through every dupe report. So, if they do make a mistake and accidentally merge it, you can message them about it.
Is there a way to “unreport” it?
