I know why Pun the character doesn’t like Twilight.  
I was more saying it really doesn’t seem like it extends to the authors; If the creators hated Twilight too, they’d show her being worse than just a bit too serious around someone who she doesn’t like.  
The person I replied to said, and I quote, “The writers of Ask Pun seem to have a personal grudge against Twilight Sparkle.” and I was trying to say ‘Nah, the writers are just getting stuck on the same ‘plot point’ of the character of Pun having a grudge against Twilight’

The canon reason for Pun disliking Twilight is that Pun was the one living in the library before Twilight moved in (Libraries normally don’t have those kind of accommodations). Remember, in the show they “made arrangements” for her to stay in Ponyville “for a few days.” So for Pun, it was like agreeing to let a visiting important person use your house for a few days, and then finding out they’ve decided to stay permanently.
 
Also Twilight is a terrible librarian because she treats all the books as her own property (instead of, ya know, the town library) and is always off having adventures instead of being there to check out and return books.

I think the “I simply must fix that hole” bit is referring to the hat (it has a hole thing on the brim).

I think it’s just they got stuck in thinking the character would hate her.  
There’s been a few points where she’s begrudgingly admitted maybe Twilight isn’t that terrible, though I can easily see why they’d never get along (Pun and Twilight’s just not very compatible)  
Really, the worst thing they SHOW of Twilight, rather than have other characters SAY (and say in ways that are clearly subjective), is that she’s far too serious - and there’s really no reason for her to ‘loosen up’ when she only knows Pun from her sometimes trying out a pun on her.

Aw, nobody likes Twilight’s style. XD

I think its less of a vendetta against Twilight’s hairdo and more of a vendetta against Twilight personally.

Also, the first panel of Rarity’s has her saying “I simply must fix that hole”, and the next panel is a shot of her rear end. Heck, she’s even saying “At least I have plenty to work with” as she prepares her hair. I don’t think that innuendo was intentional, but still…
