It often has some influence on the amount of loot, including the stuff in vendor inventories, which means more chances to get the item you want.
But I don’t know if it does in Fallout 4.

Well, Whiskey is purchasable, and from fairly specialized booze-and-snacks vendors.
Plunk down a few bars across multiple settlements, and you can probably buy some on a fairly regular basis.
Hubflower, I don’t think there’s any way to get short of foraging it yourself.
Maybe you can find small amounts of it lying around in special vendors, but I doubt more than like one or two at a time, and even that probably takes some luck.
Grape Mentats, my favorite chem to use. Got addiction more than once with them, making sure I pass hard speech checks. I can never get enough hubflower, but whiskey is easier for me to collect somehow.
Now I’m imagining one of those old campy Mentos commercials where Vault Boy pops a Mentat and seduces a raider.

But I’m pretty sure Twilight would use mentats, yeah.
