It might go worse than you think. The Geneva convention makes it a war crime to shoot a medic unless they’re shooting at someone first (at which point they forfeit their non-combatant status, if I can trust what I’ve read; clarification from someone who knows the details of this from experience rather that just reading about it would be appreciated).
 
It makes no difference if Equestrian law has something similar, because I’m fairly certain Sombra wouldn’t give a crystal syay about the rules of war.
