sorry for bumping a 4month old discussion, but i thought i should clarify:
No, twilights actual words were more along the lines of “She is one of the most powerful unicorns i have ever seen” ONE of the most powerful, not even THE most powerful, meaning she considers herself or someone else even more powerful(unicorn! Not alicorn)
As for the rest of the discussion, moondancer has never actually performed any special magic, the only thing that hints towards that is her desire to learn that one book-spell twilight performed, which seems upper-unicorn level. But she is also one of the few unicorns who have studied (magic among other things) throughout her entire life, while most either learn from self experience(rarity) from a personal teacher(sweetiebell) or just during their short period at a magic school(sunburst)
Meaning she is not any more powerful than any other unicorn, she is just very dedicated to learn more.
Now here comes the big shocker, i don’t think even twilight is anything special at magic itself. Rather her talent in “magic” is understanding it! Remember how the mane6(minus twilight for now) all at some point do things that were against their element? Like applejack lied, RD wasn’t loyal, Fluttershy wasn’t kind etc. It’s because they understand the core concept of their element, but they are not the element personified! Eh…ponyfied. Same with Twilight. Remember how she started, she barely could turn a page from a book with her telekinesis.
As for the image here that started this discussion: From what we saw ALL ponies had to learn to use magic. It’s obvious, like all talents people possess, that some can do it easier than others. So there is nothing supporting this headcanon.
On a side note, screw the people who say what you can or cannot do. Nobody gets to decide your limit.
Sunset, Glimmer, arguably Moondancer, seems that the pedestal Twilight started with on super-awesome and unique magical prowess is getting smaller all the time.

I hope so!
And who knows? We might see that touched upon in Berrow’s Trixie book.
If anything, Trixie is probably well above average when it comes to magic, since she’s shown on the show to do a wide variety of magic with ease and has magical performance as her actual job.
Sheesh.
But we haven’t seen Trixie in a while, so there’s nothung to counter her going to the school.
Unfortunately word of Faust only goes as far as things that happened in the show itself; there’s plenty she said that no longer fits.
