Here’s the explanation.
 
The official stance is that TFH is allowed due to its ascended nature. It originally began as a fandom project and grew from there, but has maintained constant, strong links with the community and can trace a clear continuity back to Fighting is Magic, even despite its official status as not-a-fandom-project-anymore. The character designs are extremely similar in style to FiM due to Faust’s work on the project, and the characters themselves are all but one-to-one species swaps of the mane 6 cast.
