Umbridge was based on a real person, so it seems like Rowling put a lot of effort into making the character as detestable as possible.
 
I’d say she succeeded. Umbridge is more hated than Joffrey.

This. I also think Cinch is more of a parody and less of a serious character, which makes it hard for me to actually have hard feelings towards her. Umbridge, on the other side, is another story.

Cinch is the lesser evil, honestly. Oh she was a terrible person, but she didn’t make me want to climb into the book/movie and strangle her whenever she was on screen. Cinch was kind of fun with her over the top manner of going about things. Just like Sunset in the first movie, she was a good parody. Umbridge was just uncomfortable to read or watch. She made everyone so miserable and sucked out so much life from the school, all while smiling that little insufferable smile of hers. I honestly don’t think I can hate someone as much as Umbridge.

How is this even comparable? Yeah Cinch was a horrible person, but she possessed no actual power, either physical or magical. Yeah sure, she could permanently block Twilight from getting into the school she wanted, but that’s not even worth mentioning in a death battle against a powerful witch.
