Tanith First and only has a much lower casualty rate than most regiments. This is likely due to their use of stealth and recon tactics. They perfer to get their own Intel rather than rely on a possibility outdated report.

Elysian drop troops have a 2 companies of Stormtroopers per regiment and even then most troops are fitted with Carapace armor, and they still got 6 entire regiments wiped out. The Harakoni Warhawks are a smaller unit that gets shit done. The core difference is that the Elysian have the men to spare, while the Warhawks can’t. In their 1st engagement they got the most dangerous missions of the campaings, they were literally thrown on top of the enemy stronghold alone and got shit done, opening the way for Space marines and the other IG regiments. On their second known engagement was an 8 sided war on a planet hit by a warp storm, they simply went there and disrupted the entire Tau research on the Warp.  
Most of Elysian attrition rates are because they aren’t able to be reliefed, or are thrown on top of the enemy (just like the warhawks I might add) to open the way, or link up with friendly units.

Elysians get sh*t done without carapace armour or even a full weapons team for that matter. And as the other dude said before, their attrition rate is largely due to incompetence in leadership and intel.
