Which I got that possibility couple of time on the comment section but who knows she her Aunt of her father who has been raising her for some time maybe she was a foul. Or she could be her mother we don’t what type of family status until she has been shown which may or may not destroy my headcanon on who Fluttershy mother might be.

Beat me, if they have, I haven’t seen anyone post their replay anywhere. I can’t imagine they’ll have too much definitive to say on the matter one way or the other, though that’s the pessimist in me talking.

It could be. It could also be her grandmother, or her aunt, or her cousin or just a portrait that came with the frame.
 
I doubt this was anything but background clutter. To me, it just looks like a fairly standard old-timey type portrait. If that’s Flutter’s mom, or any relative of hers, then we’ll see them before the season is over since it seems unlikely DHX would bother putting a character detail like that if they didn’t have immediate plans for it, not unless the guys in charge of backgrounds have head canons too that they like to sneak in. Otherwise I very much doubt there is any significance to that painting.

Unless there is a possibility of Fluttershy’s parents being divorced, her mother was left with her daughter and the father was left with Flutter’s brother at a very young age.

While there no other picture to be seen that could hinted to her family. Except for this one while her brother being mention to be showing up in next season yet there is no picture of him at all which mean she do not know she has a brother.

Maybe it’s her Aunt, who’s dead and Scoots is her orphaned daughter. Cuz imo Posey is a more logical choice for Flutter’s mom.

Also, I don’t know if this has to do with the quality of the graphic in the animation improving since season 3. But the mare on Fluttershy’s portrait looks more “realistic” compared to the ponies on Applejack’s wall. Look at their eyes.

But the portrait on Fluttershy’s wall depicts a pegasus mare who resembles Fluttershy mane to eyes.
