I saw a flash where he had a male voice before playing the Zero series, so that confirmed it for me.
Well yeah i know aboutt he legend and the wiki.
But I haven’t check out Telos yet.

Apparently Telos confirmed that Foxtar is male, in accordance with the legend of the Kyūbi Kitsune, or so the MegaMan Wiki tells me. ( link here )
I’m pretty sure that Japan’s tendency to have female looking characters that are actually males because why the hell not begs to differ.
Apparently the audio drama confirms him as a male but I don’t have time right now to check it.
Japanese doesn’t have different pronouns for males and females.
You ARE referring to the JAPANESE manual, yes?
I’m pretty sure the game’s manual, the character’s design in both forms, the voice actress, and some of her choice of dialogue would beg to differ.

Well Ciel and Scootaloo have a lot in common. Like… like… they are both female and…

For some insane reason, the artist decided that Scootaloo is Ciel

That body and the voice (speciailly the voice) didn’t help, i was sure it was a girl.
I read the manual before I played the game, so I knew it was a dude ahead of time.
