Less that and more the other eye being half-lidded for no particular reason. It causes her expression to look like she’s derp-eyed even though the eyes actually match up in direction.

Luna looks great, but Celestia looks derpy as fuck. I believe it’s manly because horses’ eyes are placed on either side of the head, and when you see both eyes from this perspective the face seems unnaturally flat.
