I’ve had this idea for a while, although it is not a part of my headcanon. It’s just a fun idea I’ve been playing around with.
This room is one of the many facilities at the WESRBD. (White Elephant’s Sanctuary for Rescued Baby Dragons)
Basically the sanctuary is an orphanage, but aspires to be a baby dragon’s paradise. The sanctuary spares neither cost nor effort to provide the best possible care. There are rocks for the dragons to climb on, heaters for them to bask under, toys for them to play with, gems for them to snack on, big and small hollows for them to hide in, hot springs for them to swim in and comfortable beds for them to sleep on. There is even a hatching room with incubators.

Would dragons need heat lamps for comfort? Not likely, but they would probably enjoy them.
I wouldn’t say Spike never displayed any discomfort in the cold, because he was sick by the end of the Winter Wrap Up episode. But yes, he does seem to handle himself quite well in cold weather.

The dragons in the sanctuary may be raised in “clutches”, but that doesn’t necessarily mean other dragons are. Whether other dragons are raised that way or not is unknown and not all that relevant. Spike has proven that dragons can be quite social when raised around other social creatures. If other dragons are not raised in clutches like this, it probably means these particular dragons will grow up to be less hostile than what seems to be the norm.
If dragons do have an extremely high infant mortality rate, that just adds to the joke. These dragons are likely to all survive. Just imagine the chaos when they get older and bigger.

That’s what makes it fun.
Sure, it’s a terrible idea, but it’s the kind of terrible that results in the stories that you tell your grandchildren.

You misunderstand. I’m saying that the task of raising multiple dragons could in and of itself prove quite deadly.

Would be funny to see an eccentric stallion who spends all of his money on philanthropy and random junk.
I’d imagine that if they all spend their days around a swarm of toddlers with built-in flamethrowers and no idea where their mommies are, that line could shorten quickly.

Given the small amount of non-adult dragons seen in the migration, either lots of them died, or dragons don’t lay clutches.
Not all egg laying animals have large amounts of children at once, although the few adult/child interactions that we’ve seen with dragons point against a caring relationship.
Actually, where it REALLY gets into the weird zone is the implication here that baby dragons are raised in “clutches” like baby chicks.
Which would make sense for an egg-laying animal like a dragon. However, generally animals that lay large numbers of eggs at a time have an extremely high infant mortality rate. In species like that, most hatchlings end up getting eaten fairly quickly, hence the need for producing them en mass like this.
Spike doesn’t realize just how lucky he was that his egg ended up in the care of Celestia.
That actually gets into a kinda weird area… Despite the fact that ponies think of dragons as wild animals, they are sapient creatures.
Would a dragon caretaker treat them like people or animals?
Aside from that, this image raises the question of whether or not dragons need heat lamps for comfort. Spike himself has never displayed any discomfort in the cold, even being able to fall asleep on a piece of ice without trouble.
Of course, given that he treats a lava pool as a hot tub, it might be that he simply lacks the equipment to make something warm enough to care. He’d have to go to a blacksmith’s forge or the like.
And gender-swapped, apparently.
