Possibly because Scootaloo’s problem isn’t physical. She may have some kind of mental/emotional block that’s keeping her from flying. Magitek isn’t going to help that.
They keep teasing she is unable, and we’ve seen wheelchairs, false wings… Why wouldn’t they?

Letting her fly with the help of Magitek is a great idea.
Perhaps I should clarify: I’ve wondered why the show doesn’t do it.
Because the muscles and bones on the neck are only supposed to carry the head and not the entire body?
Actually there are several people who thought of that great idea.
