I’m sure Discord has enough power to clean Cheeto dust. If it wasn’t a dream, he’d simply snap it away once Rarity complained enough.

It is saddening when those who don’t produce a product end up ruining or destroying a product which was created. They don’t realize the skill and time which goes into the creation and development of a product. Skills which take a long time to develop. While probably not enough to beak their friendship, I wouldn’t be surprised if Rarity’s feelings regarding Discord are reduced/lowered as a consequence.
 
I understand that this is a dream, but the intent behind the action is still the same. Even if Discord wants Rarity to ‘loosen up and have some fun,’ there are ways to do that without harming their friendship. He could go the Magician’s Apprentice route and cast a ‘come to life’ spell on her fabrics and sewing equipment and have them dance and sing about her while still going through the process of creating an outfit, which would not only benefit Rarity’s finances, but also her high standards as a fashionista.
