To be precise, she is just a child who does not realize the consequences of her actions, which has been observed several times, but this is overshadowed by her tantrums and manipulations. She was probably 10 to 12 years old, had weak empathy, blunt social skills and little impact assessment ability - but she was very intelligent, insightful and quick-thinking for her age. What made her constantly trigger dangerous consequences that could backfire on her is simply a lack of knowledge - and her age. An older pony will think about the possible consequences of pondering and then doubting its alternatives when making its choice. In our own world, a 12-year-old cannot make an independent decision as he or she will be too one-sided in his focus and then very short-term.
She did not feel guilty for her actions as seen repeatedly, but it is seen that she did not cope with the setbacks triggered by her own mistakes, and this blinded her to self-criticism which is very poorly developed among children her age. The Cutie Crusaders had to learn this repeatedly, as they constantly got into trouble with destructive effects on the environment.
That is why children can not be punished in the real world, they do not understand the consequences of their actions. Therefore, many had reacted to the choice to put Cozy Glow in Tartarus - which was nothing more than a prison for monsters and dangerous criminals.

Not realizing the wholescale effects of draining all magic, not realizing that her actions would make the windigoes return, not realizisng that she wouldn’t be able to control all of Discord’s magic when she took it and trying to get Tirek and Chrysalis to work together like if it was some sort of a lesson back at school.

Which is further proof that not only did she not want to destroy the world as many claim, but also that again, she barely had any idea of the consequences of her actions beyond either victory or punishment.
She wasn’t comfortable with the windigoes because they cant rule over a frozen wasteland and the windigoes are a problem for them

Because she didn’t realize them or they were stopped before they could happen. If you recall she wasn’t exactly comfortable with the windigoes flying about. And Discord didn’t seem to have any guilt over his actions either until Fluttershy specifically helped him. Actually, I wonder if he ever expressed any guilt over what he did a thousend years ago…
Either way, Cozy, at multiple times, seemed to have no idea what she was doing beyond the initial possible victory.

Clearily she’s into the theatrics of it. If I recall, Discord also loved his menaichal laughter. Again, that still doesn’t disprove the fact that she did not realize the larger implications of her actions.

She definitely knows what she is, she states were villains duh in the s9 finale
Yet, she didn’t seem to know or realize the consequences of stealing all the magic in Equestria or deviding the Equestrian society. Sure, she can manipulate and form some warped opinion of friendship, but beyond that all she seemed to know was that she wanted power and did not realize the consequences of her attempts.
The problem comes that many kids aren’t as self aware as cozy glow, shes fully smart enough to completely know and understand what shes doing and enjoys, which is why she isn’t treated like a normal kid.
It’s entirely possible such a program does exist, but in situations like these even Luna could have difficulty finding out if a pony is being abused. It’s likely an antisocial kid having dreams of ruling over or hurting others would make sense, as dreams are where inhibitions go wild. Especially with someone like cozy glow as we see her in seasons eight and nine, she hides her true self incredibly well. Unfortunately, many children love their parents too much or believe they caused what’s happening in some way, so they don’t report even if they are beaten as badly as the child you talked about.
Even with everything cozy has done and the lack of canon knowledge of her upbringing, it is very scary that a child like her could almost remove all magic from equestria and threaten the world as a whole. I wonder how many other students at the school harbor similar feelings…
If there is something wrong with her, there are very many human children with whom there is also something wrong in our world - very many. Her behavior is a hidden cry for help as a result of her upbringing with a submissive mother and a violent father who beat her mother day and night. There are very many children in our world who are in her place, and in my country the child welfare service has the authority to intervene - often it could be children in direct danger of death.
A child who isolated herself from others at school did not talk about the abuse and life in her home, and ended up being beaten so that she died. This triggered a scandal when it was realized that this should have been discovered much earlier, now the father is in prison while the mother is under constant surveillance by the child welfare service - because she has other children with other men. Both have been ostracized by their families and communities in response to the murder of the child.
Someone should have intervened and helped out Cozy, but since she had been so affected by the conditions in her home with a violent and dominant father and a submissive and scared mother, she failed to be social enough - and only aroused irritation at school. Just like the girl child who was murdered, she was not a bully - but she repulsed everyone else with her behavior even though adult employees should have observed this.
There are far too many - several million - children who are where Cozy has been, and most are deeply affected by their experiences for the rest of their lives.
Here a question arose; Why does it seem that Equestria does not have a child welfare organization? Celestia would have intervened with immediate effect if she was aware of this, as we know that she always reacted violently at the slightest suspicion of abuse in both the show and the comics.
